Aylesham Garden Village development update

In response to a request from Aylesham Parish Council, here is an update on the Aylesham Garden Village Development, to clarify what was being provided by way of improvements to the village and S106 contributions.

All of this information is contained within the planning and legal documentation that is publicly available, but hopefully this provides an easy to understand overview.

Background

The Aylesham Garden Village development will eventually provide a total of 1,210 new homes with the first 200 having being completed and occupied by autumn 2016. Phase 1B is under way and comprises 572 homes which could take until 2022 to build, depending on the conditions of the housing sales market.

Phases 2-5 will follow over a total construction period of c10 years.

The planning process, from the early master planning stage, through to the planning consents that followed has aimed to deliver additional community benefits and village improvements. These fall into two distinct categories

Improvement works to the village

Developer Contributions (known as S106 contributions)

Phase 1A and 1B, Road Improvements

  • i) Dorman Avenue North
  • ii) Market Place
  • iii) New road and cycle route to station from Market Place
  • iv) New path from Ratling Road to station
  • v) Upgrade to station car park
  • vi) New car parking at Market Place
  • vii) Cooting Road link
  • viii) Spinney Lane Junction
  • ix) Junction Improvements to A2.
  • Landscaping and open space
  • i)Landscaping on open space between Market Place and Burgess Road
  • ii) New play area off Market Place
  • iii) New neighbourhood park
  • iv) Allotments
  • v) Reinforcement of Northern boundary hedge

Phase 2 - 5, Landscaping and Open Space

  • i) Landscaping on open space to station
  • ii) Native Woodland adjacent to Ratling Road
  • iii) Dorman Avenue South landscape improvements
  • iv) New play area Boulevard Courrieres
  • v) Further reinforcement of Northern hedge
  • vi) Work to shopfronts Market Place
  • vii) Milner Crescent Park
  • viii) Neighbourhood Park Hill Crescent

Financial contributions

  • Financial contributions are usually identified by a 'trigger point' and become payable at a particular point in time or when an occupancy number is reached. The majority of the financial contributions are contained within a S106 agreement or a Planning Financial Contributions Agreement.

Leisure needs contribution

  • This is a payment of £720,000 prior to unit 771 identified as a contribution to the proposed new sports hall at Aylesham Leisure Centre

Sustainable transport contribution

  • £196,668 at Unit 411
  • £196,668 at Unit 771
  • £196,668 at Unit 897
  • Total payment £590,000 to support enhanced bus services

Education contributions

  • £267,942 at unit 500 or the date 50 months after the commencement of the development, whichever is the earliest.
  • £669,857 is at unit 771 or 41 months after the first payment
  • £401,914 at unit 897 or 18 months after the payment of the second payment above.
  • Total payment of £1,339,713.
  • This is identified for works to the two Primary Schools in Aylesham

Youth Provision

  • £80,000 has already been paid
  • £8,500 at unit 416
  • £8,500 at unit 771
  • £65,000 at unit 897
  • Total payment of £162,000 for recreation and youth schemes to be used by children and young persons at Aylesham.

Library

  • £24,968 at unit 191
  • £38,936 at unit 1000.
  • Total payment of £63,904 towards stocking books and facilities and works at Aylesham Library

Health Centre Rent

  • £19,513 at unit 191
  • £19,505 at unit 771
  • £19,505 at unit 897
  • £234,048 at unit 1000
  • Total payment of £292,569 towards the renting of accommodation and facilities at the Aylesham Health Centre

Play Area Contribution

  • This is still going through the planning process, but subject to agreement there will be payments of £95,671 and £91,178 for sports provision in Aylesham in lieu of the pitches that were to be built at Aylesham Primary School and Ratling Rd

Public Realm Management

  • £100,000 has already been paid

Lifetime Homes

  • 4 wheelchair accessible homes to be provided by unit 900
  • 2.11 Community Development Officer
  • £118,000 has already been paid
  • £16,666 to be paid annually for six years after first payment
