Request

  1. To ask Dover District Council to state its parking enforcement policy towards the stationing of operational vehicles on public roadways so as to impede a) free movement of traffic; and b) vehicles in kerb-side areas where parking is permitted. 
  2. To ask Dover District Council to publish its guidance or instructions to Parking Enforcement staff in relation to the stationing of operational vehicles on public roadways so as to impede a) free movement of traffic; and b) vehicles in kerb-side areas where parking is permitted. 

Response

Parking Enforcement is carried out in accordance with the Traffic Management Act 2005. Enforcement is carried out depending on the various parking restriction in force.  Enforcement is dependent on whether the vehicle is contravening a parking restriction that can be enforced by the Council's Civil Enforcement Officers.  If the vehicle is parked in contravention of an enforceable parking restriction and the driver is with the vehicle, they will be asked to move. If there is no one with the vehicle. the PCN process will be initiated.
