Request

  1. In the light of the response to Question 2 and evidence submitted to Dover District Council Parking Enforcement (“DDC”) since 29 September 2024 showing vehicles repeatedly parking in the area between Harnet Street and The Butchery, Sandwich in contravention of DDC’s policy, whether the submitted evidence unequivocally identifies vehicles  a) waiting or parking unattended on the roadway in the Breezy Corner Area without occupying a parking bay; and b) waiting or parking unattended on the roadway in the Breezy Corner Area in such a manner as to obstruct the roadway or access to it by vehicles parked in marked bays.
  2. In the light of the response to Question 2 and evidence supplied to DDC since 29 September 2024 showing vehicles repeatedly parking in the area between Harnet Street and The Butchery, Sandwich in contravention of DDC’s policy, what action has been taken to establish whether the vehicles clearly identified in the evidence were parked deliberately and unnecessarily.
  3. What action DDC intends to take in order to deter vehicles from  a) waiting or parking unattended on the roadway in the Breezy Corner Area without occupying a parking bay; and b) waiting or parking unattended on the roadway in the Breezy Corner Area in such a manner as to obstruct the roadway or access to it by vehicles parked in marked bays.

Response

  1. The Council is only able to deal with these vehicles if an officer is present at the time the vehicles are parked and in contravention of the regulations.  Drivers are permitted to load/unload as there are no formal restrictions against this and we would only be able to issue a PCN for a vehicle parked more than 50cm from the kerb.  Load/unloading has an observation period of five minutes before any PCN could be issued.
  2. As stated in response to question 1, the Council is only able to deal with these vehicles if an officer is present at the time the vehicles are parked. 
  3. The Council will enforce the parking restrictions if they are observed by an officer.  Any additional restrictions in this area are a matter for Kent County Council as the highway authority.
