  1. How many different on call out of hour rotas for paid additional over time are there.
  2. How many members of staff at DDC fulfil the out of hours on call rota for community services.
  3. Of those. How many undertake more than one on call provision/service/role at the same time do they receive multiple out of hours payment for the same time period. 
  4. How much is spent on out of hours provision for DDC broken down by each service. 
  5. What risk assessments are in place for staff to transport stray dogs and is this safe and legally compliant.
  6. What training is provided for out of hours staff to ensure competence with all legislative requirements for the role. 

 

Response

  1. There is one rota with three persons on call covering differing roles. Two of the three are paid. The Duty Response Officer/Incident Liaison Officer (DRO/ILO) and the Activation Officer (AO).
  2. This rota is for all services across the Council, not just Community Services.  Of the 14 people on the rota, eight of those are currently from Community Services.
  3. The out of hours officers on this rota only cover out of hours for the Out of Hours services. They are either a DRO/ILO or an AO.
  4. For the financial year 2023/24 the cost of maintaining an out of hours response was £28,185 standby and £4214 for call outs.
  5. We have a risk assessment which takes into consideration the hazards associated with the safe capture, detention and transportation of stray dogs together with mitigation measures in order to reduce the risk of hazards to acceptable levels.
  6. On call officers are provided with training by the Kent Resilience Team in the role of ILO and Tactical Command. Strategic also receive strategic training. The DRO function is an in-house function and various training has been given on different responses such as noise, stray dogs, alarm activations and flooding etc. There is a manual that is followed by the CCTV Team and on call officers to support any responses.  Warrant Cards are also issued in respect of responding to noise complaints.
