Request

  1. How much money has been paid by Dover District Council broken down by year from 01 April 2008 to 12 September 2024 to salary sacrifice and car lease entitlements.
  2. For the same period how much money has been paid to settle such arrangements during the lease term broken down by year and amount.
  3. How many fleet lease vehicles including model were acquired by Dover District Council and the purpose for this acquisition for the same period.

Response

  1. The Council does not ‘pay salary sacrifice’ payments to staff as this is an employee led sacrifice made voluntarily from their salary. Car lease entitlements are also not paid by the Council to staff as any car leases are voluntarily paid for by the employee out of their salary.  Employees of a certain grade and above are entitled to non-pensionable car allowance payments called “cash for car” payments. How these payments are calculated is included in the Pay Policy which is reviewed annually and can be found here: Dover District Council Pay Policy.
  2. The Council’s records only go back to 2017/18 in line with our retention policy for financial information.  The Council commits to settle the early car termination fee payment in cases of redundancy or ill health dismissals or in the event of the employee dying in service.  The following car payments have been settled by the council: 2022 - £520.13, 2023- £1,598.05 and 2024 - £3,990.00
  3. The Council’s records for this information only go back to 2015/16.  The information you have requested is attached.  The Council does not record or hold the purpose of the acquisition.
