We visit Deal most Fridays to do our shopping and enjoy a stroll along the seafront.  However, our enjoyment is spoiled by the number of transgressions we see most weeks by:

  • Dogs on the beach (off and on leads)
  • Dogs off leads on the promenade
  • Cyclists riding through the pedestrian precincts, or on the promenade between the pier and the Royal Hotel.

Any attempt to remonstrate with these ignorant and selfish people is met by:

  1. Complete indifference
  2. Threats of violence
  3. A mouthful of obscenities 

Therefore, the questions I would ask are:

  1. How many people have been fined for their transgressions (in the last year)?
  2. If the rules, displayed on the notices, are not enforced, what’s the point in having them?

Response

  1. Between 1 January 2023 and 31 December 2023, 31 fixed penalty notices were served within the Dover District for contraventions of the dog control elements of our Public Spaces Protection Order.
  2. The dog control elements of our Public Spaces Protection Order are enforced by Dover District Council. The Council does not have any powers to enforce cyclists riding through pedestrian precincts or on the promenade.  This is a matter for Kent Police and you may wish to contact them regarding any action they may have taken in relation to this point.  Kent Police can be contacted at FOI Team, Kent Police Headquarters, Sutton Road, Maidstone, Kent ME15 9BZ.
