- I would like to a list of all developments from 2019 that have agreed on a affordable housing contribution or CIL. I would like the application number, the date, the amount agreed, and the amount received.
- I would also like to know the council’s policy on collecting such payments.
Response
- Dover District Council secures developer contributions through planning obligations such as S106 agreements and Unilateral Undertakings, we do not operate a Community Infrastructure Levy (CIL). The way the Council monitors and reports on the planning obligations agreed, money received, spent, held, and expected is though the Infrastructure Funding Statement (IFS). This is an annual summary of Planning Obligations, secured by the Council from new developments towards new infrastructure.

2 Each S106 Agreement is specific to the application to which it is linked. Within each Agreement, is a Schedule which sets out the amount agreed for each contribution, when it is to be paid, and who to; these are called Trigger Points. It is the responsibility of the Developer to advise the Council when they have reached each trigger point. In addition to this, as part of our Monitoring process, the development of applications are annually reviewed through site visits and reviewed quarterly through council tax records checks. Calculations are then made, which may include an indexation uplift and an invoice is raised and sent to the Developer to pay.
