2. What percentage of the councils budget is allocated to drainage maintenance for the past 10 years ie how much has been spend on drainage?
3. Who told DDC to stop clearing drains, gullies and river dredging?
4. Was the job of clearing drains subject to a Tender offer?
5. How many Tenders were received?
6. Who were the cheapest?
7. Who were the most expensive?
8. What past experience did they have in the same job?
9. When were the drains and gullies last cleared out in the District?
10. Where flooding has occurred in residential areas, in which clearly are flood plains, why was/is permission given, or currently under consideration to build there in the first place?

In respect of questions 1-9, I can confirm that Dover District Council does not hold the information you are seeking. The highway authority within our District is Kent County Council, who should be able to assist you and can be contacted at the following address: freedomofinformation@kent.gov.uk.
In respect of question 10, individual planning applications will have a report setting out why permission has been granted and these are available on the Council’s website in respect of each application, this includes where permission is granted in areas at risk of flooding
