An application must be made if you want to transfer a premises licence.

You may need a new designated premises supervisor (DPS) if the licensable activities include the sale of alcohol by retail. If so you must also apply to vary the existing premises licence to change the DPS.

If the licensable activities include the sale of alcohol and there is no current DPS then you cannot sell alcohol. There is no transitional period that allows sale without a DPS.
